japanese society is safe?

recently there were lot of bad news in japan.
once upon a time, it used to be said that we japanese are gently and polite for good pints.
and we have no guns. if they have a gun without having licence, they are punished in low.
so few people have guns.
there were not much accident and crime with guns.
butbutbut.........

yesterday the legend was broken by the news.

the news said , " former yakuza (mafia) man shot his family (daughter and son) in nagoya.
he shuts himself with former wife (hostage) up in his house.
and in time he shot the two police officers"

today the news said " the officer died today. he was 23 yeas old. he has a wife and a baby of 2months"

he isnt still captured, the polices is only watching his actions.
if this crime happended in America, he would be shot by official sniper. and end.

but japan has idea the life of men is the most important , so soon not shoot.
yes, that is good idea. but depends on cases.
this idea becomes the aim of other terrorists. especially kidnap.

others news says " a boy aged 17 killed his mother. and he cut her head , into his bag.
then he went to the police station " with his bag. ( with her mothers head)
oh my god!

people in japan will turn into evil. i wonder .
